"Cakes"--is this referring to something we would be arrested for in the States? I have been to several coffee shops in Amsterdam and saw things we were previously informed about that we would not find in the States.

Anyways, what is that item on the Politie G pictures on the upper part of the grill and almost covering the three-pointed star?

The "Cakes" are not the kind grandma would make, but the herbal ingredient will give you a lift

The item on the grill I suspect is a blue strobe of some kind.

That's an LED sign. They use it for sending signals like 'STOP (pull over) POLITIE' or 'VOLGEN (follow) POLITIE'. These messages can be displayed both in normal writing and in mirror image. Normally such a sign is also located on the back of a Dutch police car.

Edit: Don't know if you call these a blue strobe but the LED's are colored red ... red strobe maybe?
