I say it's one of those thingamabobs for equalizing the pressure after it's been on an aircraft, you know, like on military style shipping containers... or it's a feedthrough for an antenna cable, but you'd have to poke out that thingy in the middle first.

OK here is the answer..
It is a break away trickle charger.
Wires not hooked up..
This was a fire truck so they had to make sure it was always charged, the magnet berak away was so they did not have to worry about taking it off before they drove off for a fire..

Reminds me of the new Apple commercial which promotes the magnetic plug-in for the new laptops. so if someone walks by and kicks your cord the whole laptop does not fall to the floor.

Got these on all American Fire Trucks. When you turn on the ignition, the plug gets forcibly ejected. You have to watch out if you are walking by when they start the rig or you will get hit in the head with it.
