How can I assemble this? I wasn't trying to dismantle this, so I have no idea how everything was before

It is a fiddle but I took that photo after working it out after painting it. Take your time and use gravity/long screwdrivers to position the cam in the rod and then fit the pin for the cam. Sure I fitted the rod/stopper/spring from inside, screwed on knob from round end.. place knob on ground and push down housing at about 30 degrees with U slot upwards of housing, then dropped cam into rod pocket and finally assembled the pin for the cam.. if that makes sense. When I put the handbrake cables on and tightened them, the lever got stuck. I found out what caused this: Those two plates will get stuck. Everything works just fine without the cables. What's wrong?

In my case the mating teeth were worn and would not disengage when you push the release button. In addition the rod that the two cables go through was loose inside its hole and would get misaligned. When you pulled up and pushed the release button the gear would not drop (by gravity). I tried filing the gears and making a tighter fit for the rod to no avail. I solved it by buying a good used one instead of trying to weld/braze new material and reconstructing the worn parts. All of my cables and brakes/springs and guides are new so there were no other contributing factors.
