how do you open that big round thing on the plastic fuel tank to get access to the fuel pickup?

If you are talking about the fuel sender mounted in the open hole on the picture you posted ...

The tank sender is a bayonet mount.  It has raised sheet metal edges.  The unit needs to be twisted ~30 degrees counterclockwise to release.  Then it goes straight up.  Pull it up very slowly.  It is most likely full of fuel and the fuel drains out through a tiny hole in the bottom.  Pull it up quickly and it will pee fuel all over the inside of your G.

Tank gauge not working?

Harald, if it is the the screen you want access too, the gasoline versions are supposed to unscrew from the bottom (flip over the tank in the picture).  Don't have gas, so can't verify from here.

not my truck

client claims that there is still fuel line inside and he can't get to it
the reason for opening it up was that he could get only a portion of the gas out of the tank
its a 1991 RHD 300GE

From the symptom, I presume that #8 is plugged.  They typically plug from the bottom up as gunk gets caught in the screen.  I think that it just unscrews.  You might need another seal #11.
